What is TAP?

TAP provides vouchers that can be exchanged for specialized telephone equipment for use in homes. TAP was established through the Kansas Corporation Commission (KCC) after the 1996 State Telecommunications Act. TAP is funded by the Kansas Universal Service Fund.

You will need to fill out an application that includes a signature by your physician, ophthalmologist, audiologist, speech pathologist, vocational rehabilitation counselor, or optometrist.

Where do I get an application?

You may pick up an application at the Human Services & Aging office, 11811 S. Sunset Drive, Suite 1300, Olathe, KS 66061. Our office hours are Monday – Friday 8:00 a.m. to 5:00 p.m. You may also call us at (913) 715-8912 voice or (913) 894-8822 TTY, and we would be happy to send you an application.

Where can I go to test the types of phones that are available?

HS/A has a demonstration site where you can try out phones to see which best suits your needs. Please contact Patti King Stone at (913) 715-8913 voice or Jim Swain at (913) 715-8912 voice to schedule an appointment. Both can be reached at (913) 894-8822 TTY.

Does HS/A sell phones?

Phones are not sold at HS/A. Once your application has been approved, TAP will send you a voucher for an amount that will cover the cost of your phone. TAP will also include a list of approved vendors from whom you must order your equipment. The approved vendors will need your voucher for payment and will send you the phone you need. If you need assistance with this process, our office will be happy to help you order the phone.

How often may I apply for TAP?

Every four years.
